Guide to the Best Rogue Budget Build

Overview
Perks:
- Both dex perks (93 dex)
- Venom perk (29 strength)
- Approximate Cost: 6,000 Gold (From the F2P “Buyout Trades” Section)
This build utilizes Blue heirlooms with Green armor and weapon(s). The approximate gear score for this build is 25.
Build
Items are shown in the screenshots below. I personally use:
- Blue Heirloom Strength Necklace (+6 Dexterity, + 4 max life stacks on kill)
- Blue Heirloom Dagger (+ max damage stacks on kill)
- Blue Heirloom Vest (+6 Dexterity, + 4 max life stacks on kill)
- Greens in every remaining slot (rings, gloves, pants, boots, helmet. + Dexterity/Strength on all.)
My Gear
- +5 strength (pants)
- +6 dexterity (boots)
- +4 strength (gloves)
- +5 dexterity, +2.3% damage (left ring)
- +6 dexterity, +2.4% all elemental damage (right ring, elemental damage is a dead stat)
- +6 dexterity, +4 max life stacks on kill (vest)
- +6 dexterity, +4 max life stacks on kill (necklace)
- +5 dexterity (helmet)
- +12 dexterity, +4.5% damage (crossbow)
- +6 dexterity, +2.2% damage (green dagger)
- +2 max damage stacks on kill (blue heirloom dagger)
Sometimes you won’t get the rolls you want when buying your greens from the buyout section. An easy “fix” for this is to put your green item that you don’t want up for sale, then buy another green item. This rerolls the affix. (Ex: bought a Wanderer’s Hose, it gives +5 intelligence. Sell it, buy another Wanderer’s Hose, it can give a different stat like +6 Dexterity.)
For Perks, I usually use Swift Concealment (Instant Stealth) and Petrify for Solos and teams. If you want to be a pure DPS rogue, go with Quick Blades for your Q skill.
Affixes
Personally, i don’t think affixes matter when using a budget build like blues and greens. But you should definitely get some affixes like:
- -Max life stacks on kill
- -Max damage stacks on kill
- +Strength (for perks)
- +Dexterity (for perks)
- -Critical Strike Damage
- +Damage
Strategy
This section is mainly for Team Play. If using Petrify, find a target to petrify that helps your team out the most. It isn’t necessarily always the backline. Sometimes, you can petrify their Frontline (like a fighter or DK) and attack their backliners (Pyro, Priest).
If you’re using Quick Blades, your goal is to flank the enemy team and unleash hell with your insane DPS. In a perfect world, you would activate stealth, shoot the weakest target/backline (priest, pyro), then go into melee. Use your Q skill to slow them and gain distance if you’re in a pinch, or use it as an extra stealth button if you have the Stamina passive.
As for who to kill in teamfights, I usually go for the backliner/support. My strategy is to Petrify whoever my team wants me to, then either jump on their Support, or burst down the frontline if they’re low.
Notes
You can use pretty much any perks you want. Personally I dislike Vanish (30 second stealth) because of the charge up time. The instant stealth is a free 150 damage from your Strength passive, Stealthbreak Venom. Sometimes, you need that on-demand damage to peel the enemy from your teammates or to secure the kill. If you’re not trying to PvP, Vanish is fine.
Quick Blades can be good in solos, but only if you have the Stamina perk, Toxic Cloak (Enter stealth after using Q skill). You sacrifice your “Get out of jail free” card for more DPS.
For this build you’re mainly aiming to stack as much Dex and Strength as you possibly can. Stack Stamina if you’re using Quick Blades.
